A over the summer diet for a teenage girl?

I have tried to loose weight for a really long time. I feel this summer I am going to do it. I am extremely unconfident and I hate my body. I am 5'6 and weigh 143 right now. I want to loose like 13 pounds at least. Everytime I have tried to diet, it just doesn't work. Anyone please tell me a food plan. I am going to start jogging and trying to exercise at least 4 times a week. Is that enough? And should I just give up refined sugar completely? What about meat? I don't know but I am going to start a plan tomorrow and everyones advice would be helpful!
