Why don't Congress get rid of Electoral College voting system?

I think this system is ineffective especially nowadays. I don't think people are really choosing for the president their voting for. Like what happened in 2000 when Gore won the popular votes, and lose his bid for presidency because of Electoral votes, that's why we had the 8 worst year of presidency in our history. In my opinion this system is truly ineffective and they're not really mandating the truly elected president by the people.
